Mr. Dennis MARASIGAN

Dennis N. Marasigan is a multi-awarded theater, film and television director, writer, lighting designer, actor, producer, arts manager and mentor. He graduated BA Theater Arts and Master of Public Administration from the University of the Philippines and served on the faculty of several universities and colleges in the Philippines. Through various grants and scholarships, he observed theater and film practices in various countries in Asia, Europe and North America. He has also held key positions in various institutions and cultural organizations, such as the Cultural Center of the Philippines (CCP); as Artistic Director of Tanghalang Pilipino, the national performing arts company for theater; President of the Philippine Legitimate Stage Artists Group; Secretary of the Artists Welfare Project, Inc.; Vice-President of the National Live Events Coalition; and Executive Director of the Movie and Television Review and Classification Board.


At present, he holds the position of Vice-President and Artistic Director of the CCP and continues to mentor young artists while finding time for his creative pursuits in the various media and performing arts.

Ms. Jixin CHEN

With extensive experience in the Ministry of Culture system, Ms. Chen Jixin has directed over a thousand performances, including the prestigious Forbidden City Square Concert featuring three tenors. Formerly a two-term board member of the International Society for the Performing Arts, she successfully organized the 2002 ISPA Beijing Annual Conference. Transitioning to the private sector, Chen facilitated The Rolling Stones' performance in China. Following China's WTO entry, Ms. Chen chaired the Beijing Oriental Broadway International Theatre Management Co. Ltd., the first Sino-foreign cooperative performing arts agency joint-ventured by Nederlander Worldwide Entertainment Co., AIG, and Ticketmaster. Currently, she focuses on innovative culture-technology projects to elevate the performing arts industry, serving as the Vice President of the Beijing Trade Association of Performances and Entertainment.

Mr. Paul TAM

Paul Tam leads the Performing Arts Division of the West Kowloon Cultural District Authority (WestK) in Hong Kong, which oversees two flagship venues – the Xiqu Centre and Freespace – and is guiding the development of the WestK Performing Arts Centre, scheduled to open in 2027. He is responsible for shaping the Division’s strategic vision and sustainable growth, directing its artistic, programming, operational, financial, fundraising and business affairs. The Division’s portfolio embraces an extraordinary range of disciplines, from Chinese opera, theatre and dance to music and community learning initiatives.


Before joining WestK, Paul built a distinguished career in the performing arts, spanning symphony, ballet and literary organisations. His professional career has spanned from Toronto and Washington D.C. to Hong Kong, where he has held leadership roles including Executive Director of the Hong Kong Ballet and General Manager of the Hong Kong International Literary Festival. Paul currently serves as a Director of the International Society for the Performing Arts, a Board Member and former Chairman of the Hong Kong Arts Administrators Association, a Governor of the Federation for Asian Cultural Promotion, and an Advisor to Our Hong Kong Foundation.

Ms. Cindy HWANG

Cindy Hwang is a cultural advocate and programming expert with over 20 years of experience in the performing arts across the US, Asia Pacific, and the Middle East. She is the Founder and President of InPulse Creatives, an agency dedicated to advancing cultural collaboration through initiatives such as the Artist Career Development Residency at the Stauffer Center for Strings in Italy and the Close Encounters online talk series. InPulse also played a pivotal role in supporting the Saudi Ministry of Culture’s Music Commission to launch its first-ever Lang Lang Summer Piano Intensive Program, marking a milestone in the Kingdom’s music education.


Since 2022, Cindy has served as music programmer for Ithra (King Abdulaziz Center for World Culture) in Saudi Arabia, curating diverse, high-caliber performances by artists including Jazz at Lincoln Center, Arturo O’Farrill and the Afro-Latin Jazz Orchestra, the English Chamber Orchestra, and Lang Lang.  She also introduced Ithra Theater’s first artist outreach program, deepening community engagement and cultural exchange. Cindy began her career at BMG International A&R and later worked with Columbia Artists Management and Concert Artists Guild before becoming Director of Booking and Business Development for Cadenza Artists.

Mr. Masami SHIGETA

As the founder of Aspen Incorporated, Masami Shigeta pro-actively introduced cultural activities of American communities, such as International Environment Forum, Aspen Music Festival, and International Design Conference to Japan’s local communities. In 1969, Shigeta established Azuma Shokai Trading Co., Ltd, has later been appointed Aspen’s official Ambassador to coordinate tourism and resort development for Aspen in Japan, and became a member of the National Council of Aspen Music Festival and School. He is General Producer of the Ishikawa Music Academy, an annual event co-produced with the Ishikawa Prefectural government. He organized several charity concerts, including “We Love New York” for the victims of the 9/11 incident and “Arigato Concert: Our Appreciation to the World” for those who suffered the 3/11 earthquake and tsunami in Japan. From 2013 to 2019, he was the Chairman of the Federation for Asian Cultural Promotion which promotes intra-Asian cultural exchanges. He was awarded the Commissioner’s Award from the Agency of Cultural Affairs for his contribution to the promotion of classical music and cultural exchange with the Asian region.

Yun-Shiou Tsai is an artist manager and performing arts presenter/producer with extensive experience in arts management across diverse genres. She earned her M.A. in Musicology from National Taiwan University, specializing in the social history of music. She has been with New Aspect Promotion Corporation Ltd. since 2010, where she leads the International Affairs and Program Department. With artistic insight, she has successfully organized and coordinated a wide range of projects, including classical music concerts, dance and drama performances, international music festivals, visual art exhibitions, fine and decorative art and collectible auctions, music-themed sea cruises, and circus troupes, overseeing the corporation's strategic planning. With over a decade of experience, Yun-Shiou has developed strong relationships with artists, offering consulting and artist management services. She currently serves as Senior Director at New Aspect and as Secretary at FACP for the 2023-2025 term.

Born in Penang, Kenny Ooi is a social entrepreneur, musician and producer active across Asia, dedicated to advancing music education and performance. In 2019, he founded Rondo Production with the aim of developing Malaysia into a hub for world-class music. The company has earned recognition as one of the top 20 social enterprises in Australia and ASEAN, and has been named one of the 30 Young Music Leaders by SEADOM. Kenny has performed with prestigious orchestras, including the Malaysian Philharmonic Orchestra, the West Australian Youth Orchestra and the Asian Youth Orchestra, touring across Asia and beyond. He has also produced and managed major conferences, competitions, concerts and festivals across Southeast Asia. A recognised thought leader, he has spoken at international conferences and advocates for music education in his capacity as a committee member of the Southeast Asia Directors of Music Association, the Federation of Asian Cultural Promotion, and the Penang Arts Council.

Founder and Director of “Asia Folk” Asian folklore and handcraft festival in Mongolia since 2019. She got Bachelor's degree in journalism from Mongolian National University and Master's degree in arts from Delhi University, Arts Faculty in India. As a producer and cultural manager, Tsatsral Baatar works with musical and handcraft artists from different Asian countries. Also, she is specialized in literary translation job and translated several drama plays, such as masterpiece works by Samuel Beckett, Eugene Ionesco, Luigi Pirandello, etc.

FACP Member since 2010, appointed American Governor in 2011. Born and raised in Pennsylvania, BFA in piano from Carnegie Mellon Univ., then studied at University of Chicago Law School before earning a Masters Degree in conducting at Indiana Univ. School of Music while on a Graduate Assistantship in opera coaching. After graduating in Vienna with Doctorate equivalent in conducting from the Universität für Musik appointed conductor at the Aachen Opera, Germany for six years. Thereafter freelance conducting as well as New York Harlem Theatre artistic/music director of American classical musicals as well as Gershwin’s opera Porgy and Bess performing all over Europe and in Japan. He’s conducted at notable opera houses including Teatro San Carlo di Napoli, Teatro La Fenice di Venezia, Teatro dell’Opera di Roma, Teatro Reggio di Torino, Hamburg Staatsoper, Dresden Semper Oper, Prinzregententheater Munich, Oper Frankfurt and in concert such as at the Enescu Festival Bucharest and on tours throughout France and Spain.

Tobie CHAN

Currently a freelance producer based in Hong Kong, Tobie delivers innovative projects across multiple performing arts disciplines. Her collaborations with presenters such as East Kowloon Cultural Centre, WestK, French May Arts Festival, Common Ground HK and Korvi Quartet have advanced diverse artistic visions and fostered rich intercultural dialogue.

Tobie built her career in arts administration with the Hong Kong Sinfonietta, Hong Kong Arts Festival, and Hong Kong Dance Alliance, and she has also worked with the London Handel Festival and IMG Artists. She holds a Bachelor's degree in Music from The Chinese University of Hong Kong and a Master’s degree in Culture, Policy and Management from City, University of London. From 2018 to 2020, Tobie served as Executive Assistant at the Federation for Asian Cultural Promotion, and she is delighted to return to the Secretariat, continuing her commitment to strengthening international exchange in the arts.
